ਪਟਿਆਲਾ, 26 ਫਰਵਰੀ- ਪੰਜਾਬੀ ਯੂਨੀਵਰਸਿਟੀ ਦੇ
ਯੁਵਕ ਭਲਾਈ ਵਿਭਾਗ ਵਲੋਂ ਕਰਵਾਇਆ ਜਾ ਰਿਹਾ ਦੋ-ਰੋਜ਼ਾ ਅੰਤਰ-ਖੇਤਰੀ
ਲੋਕ ਮੇਲਾ-2009 ਅੱਜ ਇਥੇ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਗੁਰੂ ਤੇਗ ਬਹਾਦਰ ਹਾਲ
ਵਿੱਚ ਸ਼ੁਰੂ ਹੋ ਗਿਆ। ਇਸ ਖੇਤਰੀ ਲੋਕ ਮੇਲੇ ਦਾ ਉਦਘਾਟਨ ਯੂਨੀਵਰਸਿਟੀ
ਦੇ ਉਪ-ਕੁਲਪਤੀ ਡਾ. ਜਸਪਾਲ ਸਿੰਘ ਨੇ ਕੀਤਾ।

ਇਸ ਮੌਕੇ ਤੇ ਬੋਲਦਿਆਂ ਉਪ-ਕੁਲਪਤੀ ਡਾ. ਜਸਪਾਲ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ
ਜਦੋਂਂ ਤੱਕ ਪੰਜਾਬੀ ਸਭਿਆਚਾਰ ਨੂੰ ਸੰਭਾਲਣ ਵਾਲੇ ਨੌਜਵਾਨ ਅਤੇ
ਪੰਜਾਬੀ ਯੂਨੀਵਰਸਿਟੀ ਕਾਇਮ ਹਨ, ਉਦੋਂ ਤੱਕ ਪੰਜਾਬੀ ਸਭਿਆਚਾਰ ਨੂੰ
ਕੋਈ ਖਤਰਾ ਨਹੀਂ। ਡਾ. ਜਸਪਾਲ ਸਿੰਘ ਨੇ ਅਲੋਪ ਹੋ ਰਹੀਆਂ ਲੋਕ ਕਲਾਵਾਂ
ਨੂੰ ਸੰਭਾਲਣ ਲਈ ਆਪਣੀ ਵੱਚਨਬਧਤਾ ਦੁਹਰਾਉਂਦਿਆਂ ਯੂਨੀਵਰਸਿਟੀ ਦੇ
ਨੋਜਵਾਨ ਕਲਾਕਾਰਾਂ ਨੂੰ
ਸੱਦਾ ਦਿਤਾ ਕਿ ਉਹ ਵੀ ਪੰਜਾਬੀ ਸਭਿਆਚਾਰ ਦੇ ਪ੍ਰਚਾਰ ਅਤੇ ਪ੍ਰਸਾਰ
ਲਈ ਅੱਗੇ ਆਉਣ। ਡਾ. ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬੀ ਸਭਿਆਚਾਰ ਦੀਆਂ
ਆਪਣੀਆਂ ਬੁਲੰਦੀਆਂ ਹਨ ਅਤੇ ਸਾਨੂੰ ਇਹ ਯਤਨ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਕਿ
ਪੰਜਾਬੀ ਦੁਨੀਆਂ ਭਰ ਵਿੱਚ ਆਪਣਾ ਮੁਕਾਮ ਹਾਸਲ ਕਰ ਸਕੇ। ਕਿਸੇ ਵੀ ਡਰ
ਜਾਂ ਲਾਲਚ ਕਾਰਨ ਆਪਣੇ ਸਭਿਆਚਾਰ ਨੂੰ ਵਿਸਾਰ ਦੇਣਾ ਸਭ ਤੋ ਵੱਡੀ
ਗੁਲਾਮੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਾਨੂੰ ਆਪਣੇ ਪੰਜਾਬੀ ਸਭਿਆਚਾਰ ਤੇ
ਮਾਣ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ।

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਆਪਣੇ ਸਵਾਗਤੀ ਭਾਸ਼ਣ ਵਿੱਚ ਯੁਵਕ ਭਲਾਈ ਵਿਭਾਗ ਦੇ
ਡਾਇਰੈਕਟਰ ਡਾ. ਸਤੀਸ਼ ਕੁਮਾਰ ਵਰਮਾ ਨੇ ਕਿਹਾ ਕਿ ਵਿਭਾਗ ਨੌਜਵਾਨਾਂ
ਦੀ ਭਲਾਈ ਲਈ ਪੂਰੀ ਲਗਨ ਨਾਲ ਕੰਮ ਕਰ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ
ਯੂਨੀਵਰਸਿਟੀ ਵਲੋਂ ਪਹਿਲੀ ਵਾਰ ਲੋਕ ਮੇਲੇ ਵਿੱਚ ਮਲਵਈ ਗਿੱਧੇ ਨੂੰ
ਸ਼ਾਮਲ ਕੀਤਾ ਗਿਆ ਹੈ ਤਾਂ ਜੋ ਇਸ ਅਲੋਪ ਹੋ ਰਹੀ ਲੋਕ ਕਲਾ ਨੂੰ ਬਚਾਇਆ
ਜਾ ਸਕੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਯੁਵਕ ਭਲਾਈ ਵਿਭਾਗ ਜਲਦ ਹੀ 'ਯੁਵਕ ਸਭਾ'
ਰਸਾਲਾ ਸ਼ੁਰੂ ਕਰਨ ਜਾ ਰਿਹਾ ਹੈ ਤਾਂ ਜੋ ਯੂਨੀਵਰਸਿਟੀ ਦੀਆਂ
ਸਭਿਆਚਾਰਕ ਗਤੀਵਿਧੀਆਂ ਨੂੰ ਹੋਰ ਵਧੀਆ ਤਰੀਕੇ ਨਾਲ ਆਮ ਲੋਕਾਂ ਤੱਕ
ਪਹੁੰਚਾਇਆ ਜਾ ਸਕੇ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਯੁਵਕ ਵਿਭਾਗ ਆਪਣੇ
ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਜਲਦ ਹੀ ਅਲੂਮਨੀ ਬਣਾਏਗਾ।

ਇਸ ਖੇਤਰੀ ਲੋਕ ਮੇਲੇ ਦੀ ਖਿੱਚ ਲੋਕ ਗਾਇਕ ਪੰਮੀ ਬਾਈ ਰਹੇ। ਉਹ ਸਾਰਾ
ਦਿਨ ਬਤੌਰ ਜੱਜ ਹਾਜਰ ਰਹੇ ਅਤੇ ਵਿਦਿਆਰਥੀਆਂ ਸਾਹਮਣੇ ਸ਼ਾਨਦਾਰ
ਪੇਸ਼ਕਾਰੀ ਵੀ ਕੀਤੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਦੂਜੇ ਸੈਸ਼ਨ ਵਿੱਚ ਪ੍ਰਸਿੱਧ
ਕਲਾਕਾਰ ਹਰਭਜਨ ਮਾਨ ਅਤੇ ਭਗਵੰਤ ਮਾਨ ਬਤੌਰ ਜੱਜ ਹਾਜਰ ਸਨ ਅਤੇ ਦੋਹਾਂ
ਕਲਾਕਾਰਾਂ ਨੇ ਆਪਣੀ ਕਲਾ ਦਾ ਮੁਜ਼ਾਹਰਾ ਵੀ ਕੀਤਾ।

ਇਸ ਲੋਕ ਮੇਲੇ ਦੇ ਪਹਿਲੇ ਸੈਸ਼ਨ ਦੀ ਪ੍ਰਧਾਨਗੀ ਯੂਨੀਵਰਸਿਟੀ ਪੰਜਾਬੀ
ਅਕਾਦਮੀ, ਦਿੱਲੀ ਦੇ ਸਕੱਤਰ ਡਾ. ਰਵੇਲ ਸਿੰਘ ਨੇ ਕੀਤੀ ਅਤੇ ਦੂਂਜੇ
ਸੈਸ਼ਨ ਦੀ ਪ੍ਰਧਾਨਗੀ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਰਜਿਸਟਰਾਰ ਡਾ. ਸੁਦਰਸ਼ਨ ਸਿੰਘ
ਖਹਿਰਾ ਨੇ ਕੀਤੀ। ਇਸ ਮੌਕੇ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਡੀਨ ਵਿਦਿਆਰਥੀ ਭਲਾਈ
ਡਾ. ਕੁਲਬੀਰ ਸਿੰਘ ਢਿਲੋਂ ਵਿਸ਼ੇਸ਼ ਮਹਿਮਾਨ ਵਜੋਂ ਸ਼ਾਮਲ ਹੋਏ।
ਅੱਜ ਦੇ ਲੋਕ ਮੇਲੇ ਦੌਰਾਨ ਮੰਚੀ ਕਲਾਵਾਂ ਵਿੱਚ ਸੰਮੀ, ਰਵਾਇਤੀ
ਪਹਿਰਾਵਾ ਪ੍ਰਦਰਸ਼ਨੀ, ਮਲਵਈ ਗਿੱਧਾ ਅਤੇ ਪ੍ਰਦਰਸ਼ਨੀ ਕਲਾਵਾਂ ਵਿੱਚ
ਕਢਾਈ, ਪੱਖੀ ਬੁਣਨਾ, ਨਾਲੇ ਬੁਣਨਾ, ਸੇਵੀਆਂ ਵੱਟਣਾ, ਕਰੋਸ਼ੀਏ ਦੀ
ਬੁਣਤੀ, ਪਰਾਂਦਾ ਬਣਾਈ, ਮਹਿੰਦੀ ਲਾਉਣਾ, ਕੰਧ ਚਿੱਤਰਕਾਰੀ ਅਤੇ
ਗੁੱਡੀਆਂ ਪਟੋਲੇ ਬਣਾਉਣ ਦੇ ਮੁਕਾਬਲੇ ਹੋਏ।

Female foeticide sure to
spell doom
Patiala, Feb 20- "Punjab has enacted a
shameful drama by earning the dubious distinction of
leading the country in following the practice of
committing female foeticide. It is the biggest stigma on
the face of a civilized society which boasts of falling
in top brackets in respect of literacy rate and per
capita income. This was stated by Mrs Harsimrat Kaur
Badal, Chairperson of the "Nanhi Chhaon Foundation" and
wife of Punjab's Deputy Chief Minister, Mr Sukhbir Singh
Badal in her inaugural address on the opening day of the
two-day national seminar on "Female Foeticide: Role of
Society and Technology" in the Punjabi University's
Senate Hall, here today. The seminar is being organised
by the University's Department of Social Work in
collaboration with ICSSR, Chandigarh.

Emphasizing the point that no home can
function well without a woman, she said that only a
collective effort could help thrash out this menace from
the society. She urged the enlightened community of
teachers, scholars and doctors to spearhead the crusade
of eradicating this 'clumsy malady' from a prosperous
state like Punjab. She further said that the skewed
female-male ratio was giving birth to other crimes which
were increasing with each passing day.

Dr Jaspal Singh, Vice-Chancellor of Punjabi University,
in his presidential remarks said that the deepest irony
of the time was that on one hand we are celebrating with
overwhelming zeal and vehemence 300 years of coronation
of Guru Granth Sahib, which in no uncertain terms rates
women as supreme to their men counterparts in every
respect, and on the other we are still engaged in
intellectual gymnastics eight years after the Apex Court
gave a directive to the Government to implement the
provisions of Pre-Natal Diagnostic Techniques Act
banning sex determination tests and sex selection to
prevent female foeticide. The situation, he said was
unpalatable and unimaginable in some parts of Punjab,
Haryana, Chandigarh and Delhi, where gender
discrimination in terms of female foeticide has
witnessed a sharpest drop and dip in male-female sex
ratio as low as 1,000 to just above 700.

It is a shame in a country where we worship girls as
kanjaks or as shakti that we are still not taking enough
practical measures of stopping the macabre practice,
which is sure to spell doom for us all with disastrous
impact on future generations. Technology, he said, has
made the task of systematic extermination of female
foetus much easier with ultrasound machines playing the
villain, facilitating selective cold blooded murders.
The portable machines have further worsened the
situation with quacks carrying and using them in
villages beyond the clear sight of a few compassionate
people or volunteers of some NGOs, Dr Jaspal Singh
added.
Keynote speaker, Prof Ashish Bose, a former Professor in
the Delhi School of Economics and a noted demographer,
said that religion can play a significant role in
rooting out the perilous practice of female foeticide.
He suggested for appointing health vigilance officers to
regularly monitor the implementation of law aimed at
illegal sex-determination tests, NGOs starting intensive
campaigns instead of making lukewarmish efforts,
changing the mindsets of multi-layered generation gap
and channelising the energy of the youth in positive
directions.
Director, Seminar and HoD of Social Work, Dr Manjit
Singh said that female deficit has remained a horrifying
feature of our society which has ironically increased
with advancement in technology. Though the
son-preference syndrome and gender discrimination have
become global phenomena, they are 'excessively
predominant' in India, especially in Punjab and its
neighbouring states, he said. Dean, Faculty of Social
Sciences, Dr Manju Verma advocated 'cultural shift' from
dominant to partnership culture for minimizing the
practice of female foeticide.

in the field. Vice-Chancellor, Dr Jaspal Singh declared
this while presiding over a commemorative function,
organized by the Department of Gurmat Sangeet to pay
homage to the renowned Sikh classical vocalist, Padma
Shri Sardar Sohan Singh of Agra Gharana, in which Pandit
Yashpal from Chandigarh recited various compositions in
raga madhuvanti, maal kauns and basant bahar.
As a first step in this direction, the Vice-Chancellor
planted a sapling in the front lawns of Gurmat Sangeet
Bhawan in the name of Sardar Sohan Singh, who remained a
Professor in the University for more than three years.
Himself a great artist and connoisseur of art, Dr Jaspal
Singh asked Dr Gurnam Singh, HoD of Gurmat Sangeet to
make arrangements for organising 'informal musical
gatherings' at least once a month where music lovers
could enjoy 'evenings of their choice'. This should be
on the lines of Aligarh Muslim University, which happens
to be his alma mater, where such musical evenings
constitute a culture of their own, he said. Dr Jaspal
Singh appreciated the efforts of Gurnam Singh having
reserved a special place to preserve textual, audio and
audio-visual record belonging to the Punjab cultural
heritage.
Patiala, Feb. 18-
The two-day national
seminar sponsored by University Grants Commission (UGC)
organised by the Public Administration Department of
Punjabi University on "Public Administration in the
Twentyfirst Century: Major Trends and Challenges"
concluded here today. While presiding over the
valedictory session Dr. D.P. Singh, former UGC member
emphasized upon the system of Public Administration and
the management practices prevailing in the society.
He stressed upon the community servicing and reforms in
the administrative system.

On this occasion Dr. L.S. Rathore,
Professor Emeritus and former Vice-Chancellor, JNV
University, Jodhpur was the guest of honour. He
stressed that the civil servants have to develop
specialized knowledge and skill to have insights into
various social, political and economic effects of the
policty measures being advocated by multilateral
agencies, developed countries and multi-national
corporations. They have to indigenize policies to
suit the local needs to overcome national problems.
Dr. Ranbir Singh Advisor, Haryana Institute of Rural
Development, Nilokheri critically analysed the role of
civil servants in the 21st century administration.
He stressed that the mindset of civil servants should
change and reforms are must in order to give service
delivery to the citizens.
Dr. Manju Verma, Dean, Social Sciences of the University
addressed the problems of the citizens. She said
that in the transformation of the state, the civil
servants have to accommodate the people's rights and
they have to be heard and given their rights. The
RTI Act is one of the pillars in strengthening the
rights of the people.
Dr. S.S. Tiwana, Professor and Head, Department of
Public Administration of the University, stressed that
institutions should play the crucial role in reforming
the administration particularly, central vigilance
commission, Lok Pal, Lok Ayuketa and Central Bureau of
Investigation and Central Information Commission.
Dr. Rajbans Singh Gill said that 106
delegates across the country participated in the
deliberations and 75 research papers were presented.
On this occasion a souvenir was released by the
Vice-Chancellor Dr. Jaspal Singh.
PU to establish Centre for
Religious Dialogue
Patiala, Feb 17- The Guru Gobind Singh
Department of Religious Studies of Punjabi University,
Patiala will be transformed into an "Advanced Centre of
Inter-religious Dialogue" for promoting religious
harmony. This was announced by Dr Jaspal Singh,
Vice-Chancellor of the University while presiding over a
lecture on "Relevance of Lord Mahavira's Message for
Modern Times" in the University's Science Auditorium
here today.
Dr Jaspal
Singh further said that religious dialogue was the only
way to further the cause of unity in diversity among
different communities and peoples. In his lecture,
Professor Dayanand Bhargava from Jodhpur University said
that the main emphasis of Jainism was equality among all
religious and religious faiths besides non-violence,
truthfulness and celibacy. HoD, Dr Rajinder Kaur Rohi,
noted sikh scholars, Dr Jodh Singh, Dr Darshan Singh, Dr
Gurnek Singh, Dr Dharam Singh, Dr Harpal Singh Pannu and
Dr Pardumana Shah Singh, also spoke on the occasion.

Free market economy
serious challenge to enviornment
Patiala, Feb 16- The onslaught of
globalisation, free market economy and the increasing
cult of privatization has immensely affected human
relationships and civilization besides having posed
serious challenges to the environment. These challenges
are going to escalate in the 21st century and public
administrators can help meet these challenges
effectively and squarely. This was the consensus reached
out on the opening day of the two-day national seminar
on, "Public Administration in the 21st Century", being
organised by the Punjabi University's Department of
Public administration, here today.

Dr C.P. Barthwal, Vice-Chancellor of Kumaun University,
Nainital, in his inaugural address, laid emphasis on
evolving an ethical environment to protect citizens'
rights, foster accountability and transparency in
governance even as globalisation was leading to
shrinking of public space, violation of human rights and
commodification of human beings. He advocated the cause
of making the governments more decentralized,
participative, gender-sensitive, and more sensitive
towards the socially-marginalised. Though public
administration is opening up under pressure from
international agencies and civil society to become
people-centric, yet it should orient itself towards
fostering sustainable development and ensuring social
justice, Dr Barthwal added.
Presiding
over the seminar, University's Vice-Chancellor, Dr
Jaspal Singh said that "though we have become globalised
externally, yet internally we are becoming more and more
skewed and shallow, the trend which ultimately is going
to prove catastrophic. It is more important to remove
our inner clots of negativity to dissolve the outer web
of growing complexities and perplexities," he said.
Denouncing the growing cult of consumerism, he urged the
public administrators to "sensitize and motivate
our youth to develop a holistic approach towards life
which can help fight out such dangerously emerging
tendencies as insurgency, cross-border terrorism and
militant communalism."
Prof L.S.
Rathore, a former Vice-Chancellor of J.N. Vyas
University, Jodhpur, in his keynote address, said that
"we as scholars of public administrators should make
efforts to evolve a civilized India, failing which we
will be held guilty by our future generations."
Regretting that crime and cruelty were proliferating at
a fast pace as a consequence of consumerist culture,
giving way to hopeless grief, he opined that good
governance was the sine qua non for the survival of our
civilization. Talking about the role of media, Dr
Rathore said that its focus was more on paparazzi and
sting operations, while corruption and mismanagement
have become predominant in urban government.
Dr M.S. Saini,
Dean, Academic Affairs, said that man has made the
social issues more and more polemic by playing rudely
and crudely with the environment and ambience around
him. He advised humans to learn lessons from animals to
live a better life. Dr S.S. Tiwana, HoD, welcomed the
guests and delegates and introduced the theme of the
seminars.

Concern expressed over catastrophic
use of envrionemnt
Patiala, Feb 12- Experts participating in
the two-day symposium on "Phycology in India: Basic to
Applied", being organised by the Punjabi University's
Department of Botany, here today expressed deep
concern over 'molestation' of environment in a brutal
manner by the mankind.
Prof H.D.
Kumar, Professor Emeritus, CSIR, in his presidential
address on uses of Phycology, branch of science dealing
with small plants, seaweeds and algae, outlined the use
of oceanic algae to control harmful effects of global
warming and greenhouse effect. Talking about the dawn of
newly emerging area of synthetical biology, he said that
possibility of creating living cells from some kinds of
virus can help fight many environmental menaces. He also
shared his idea about the climate regulatory effect of
algae to conserve global climate.
In his
inaugural address, Dr Jaspal Singh, Vice-Chancellor of
the University, said that man has tampered with the
environment in a brazenly manner losing all respect for
nature which has now compelled him to take the help of
such small plants as algae to save himself from
extinction. While espousing the cause of quick shifting
from chemical to bio-fertilizers to get better and
hygienic food, he lamented the catastrophic attempts of
humans as supreme conscious beings relegating themselves
to the lowest form of existence. They have become
conscious of the devastating effects of global warming
only when the heat has been turned on to him after
having annihilated the rest of living species, Dr Singh
said. Punjabi University, he said, has already succeeded
in restoring ecological balance on its campus by making
it smoke and polythene free zone.
In his
keynote address on "My Tryst with Cyanobacteria: A
Reflection of Phycology", Dr G. Subramanian, former
Director of National Facility for Marine Cyanobacteria,
Tiruchirappali, delved on such issues like using algae
for improving cultivation and increasing yields,
creating eco-friendly fuels, foods and vitamins.
Bio-fuels from algae like hydrogen will be much cheaper
and pollution-free besides being renewable in nature, he
said. Dr Subramanian also explained the use of
phycological plants for use against such ailments and
diseases like inflammation, pain and even cancer. These
can also be used to reduced the harmful effects of
pesticides, antibiotics, detergents and heavy metals.

Dean, Academics Affairs outlined the thrust areas and
achievements of science departments of the University.

Patiala, Feb 10- Punjabi University will
soon have two synthetic and two clay tennis courts
besides other sports infrastructure. This was announced
by the University's Vice-Chancellor, Dr Jaspal Singh
while presiding over a two-day national seminar, being
organised by the Department of physical Education on
"Challenges and Opportunities in Physical Education"
here today.
Himself a
passionate tennis player, Dr Jaspal Singh said that with
the fast-paced technological and industrial
developments, man has enslaved himself to mechanical
tools and gadgets, resulting into sedentary and
stereotyped lifestyles, causing many ailments. It has
removed him away from nature, resulting into his
indulgence into indirect and artificial modes of
entertainment. Sports, he said, not only help keep human
beings healthy but also have the potential to keep them
off the violent and aggressive tendencies prevailing in
the contemporary society. He urged the politicians and
bureaucrats, who have nothing to do with sports, to keep
themselves off various sports bodies for the smooth
progress and development of sports in the country.
Central and state government should provide high
priority to sports to create a better society, Dr Jaspal
Singh said.
In his
keynote address, Dr G.L. Khanna, Dean, Institute of
Sports Technology, Faridabad that "we are not keeping
pace with physiological and technical developments in
sports and physical education with the countries which
constantly claim top positions in international
competitions. He advocated the use of sports science
support, establishing more and more physical education
research centres, improving tissue and molecular
genetical level based on body compositions, talent
identification, individual aerobic and anaerobic
requirements and biochemical parameters for improving
the standard of sports in the country.
Dr G.S. Kang,
HoD of Physical Education said that deteriorating mental
attitude towards sports and physical education,
conflicts and lack of coordination among different
sports bodies was causing much damage to the
performance of our sportspersons. Subjugated under the
monotonous curriculum, Indian youth was not getting
enough time to look after his physical and mental
health, he said.
A former
Director of Physical Education of the University, Dr
M.S. Dhillon, was given the "life time achievement
award" by the Vice-Chancellor for his significant
contribution for development of sports in Punjabi
University.

Workshop on
miniature paintings at pbi varsity
Feb 10- A four-day workshop on "Miniature
Paintings", being organised by the Punjabi University's
Department of Fine Arts began here today with the
objective of drawing miniature paintings based on
various themes of Guru Granth Sahib. The workshop is
being conducted under the supervision of Prof M.K.
Sharma, Director, Jawahar Kala Kendra and a former
Principal of Art College, Jaipur and his team as a part
of Tercentenary celebrations of guruta gaddi divas.

While
inaugurating the workshop, Dr Jaspal Singh,
Vice-Chancellor, said that as Guru Granth Sahib was
replete with many mystical and celestial ideas and
thoughts of a composite culture, nothing could be more
befitting than to organise such a workshop on the
occasion of Tercentenary celebrations of guruta gaddi
divas. The spiritual and sublime ideas, he said,
can be best illustrated only through such artistic forms
as paintings than words. While honouring 10 renowned
miniature artists from Rajasthan and Himachal Pradesh,
who will be conducting the workshop, the Vice-Chancellor
asked over 100 students from the University and its
affiliated colleges, who were taking part in the
workshop, to draw maximum benefit from the master
painters. Punjabi University, he said, was the only
University in the country conducting a specialized
course in miniature paintings and that he would make
maximum efforts to strengthen this Department.
While
appreciating the efforts of Punjabi University for
having established an exclusive centre of miniature
paintings, Prof Sharma lamented the vanishing of such a
hoary tradition of miniature paintings. The tradition,
he said, had almost lost its ground during 1950s before
it was revived as a result of interest shown by some of
the foreign tourists in this traditional art form of
Rajasthan. The art needs special skill and finesse which
was found lacking in the modern generation of artists,
he said.
Dr Gurcharan
Singh, HoD of Fine Arts, said that Punjabi University
would make relentless efforts under the patronage of its
Vice-Chancellor, who himself was deeply passionate about
fine arts, to put this art form on form footing. Dr
Sunita Dhir, a former Dean of Faculty of Arts and
Culture and Dr Sarabjinder Singh, a Sikh Scholar, also
spoke on the occasion.
Seminar on Physical
Education
Patiala, Feb 8- Over 350 delegates from
all over India will participate in the two-day national
seminar, being organized by the Punjabi University's
Department of Physical Education on the topic
"Opportunities and Challenges in Physical Education"
from February 10 and 11. According to the HoD of
Physical Education, Dr G.S. Kang, the seminar will be
preceded by a workshop on "Naturopathy and First Aid" on
February 9. Dr Gulshan Khanna, Professor and Dean,
Faridabad Institute of Technology will deliver the
keynote address, while Dr Jaspal Singh, Vice-Chancellor
of Punjabi University, will preside over the seminar.

ਦੀ ਭਾਵਨਾ ਨਾਲ ਦੇਸ਼ ਦੇ ਸਰਬਪੱਖੀ ਵਿਕਾਸ ਲਈ ਕੰਮ ਕਰੀਏ।
ਇਸ ਸੈਮੀਨਾਰ ਦੀ ਪ੍ਰਧਾਨਗੀ ਕਰਦਿਆਂ ਯੂਨੀਵਰਸਿਟੀ
ਦੇ ਉਪ-ਕੁਲਪਤੀ ਡਾ. ਜਸਪਾਲ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਲੋੜਵੰਦਾਂ ਤੱਕ ਮਦਦ
ਪਹੁੰਚਾਉਣ ਲਈ ਇੱਕ ਨਵਾਂ ਮਾਡਲ ਤਿਆਰ ਕਰਨ ਦੀ ਲੋੜ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ
ਸੰਤੁਲਤ ਅਰਥਚਾਰੇ ਦੀ ਵਕਾਲਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਗਰੀਬਾਂ ਅਤੇ ਅਮੀਰਾਂ
ਵਿਚਕਾਰ ਘੱਟੋ ਘੱਟ ਅੰਤਰ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਇਸ ਗੱਲ ਤੇ
ਦੁੱਖ ਪ੍ਰਗਟ ਕੀਤਾ ਕਿ ਰਾਮਾਲਿੰਗਮ ਰਾਜੂ ਵਰਗੇ ਧੋਖੇਬਾਜ ਵਿਅਕਤੀਆਂ
ਨਾਲ ਦੋਸ਼ੀ ਦੀ ਬਜਾਏ ਵੱਡੀ ਸ਼ਖਸੀਅਤ ਵਰਗਾ ਵਰਤਾਓ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ
ਜਦਕਿ ਛੋਟੇ ਬੇਕਸੂਰ ਵਿਅਕਤੀਆਂ ਨਾਲ ਅਪਰਾਧੀਆਂ ਵਰਗਾ ਵਰਤਾਓ ਕੀਤਾ
ਜਾਂਦਾ ਹੈ।
ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਸਕੱਤਰ ਸ੍ਰ. ਜਰਨੈਲ ਸਿੰਘ ਨੇ ਇਸ ਮੌਕੇ ਬੋਲਦਿਆਂ
ਕਿਹਾ ਕਿ ਜਦੋਂ ਤੁਸੀਂ ਬਾਜ਼ਾਰ ਵਿੱਚ ਸੁਧਾਰ ਕਰਦੇ ਹੋ ਤਾਂ ਤੁਸੀਂ
ਗਰੀਬੀ ਦੀ ਕੀਮਤ ਤੇ ਵਿਕਾਸ ਦਰ ਵੀ ਵਧਾ ਦਿੰਦੇ ਹੋ। ਉਨ੍ਹਾਂ ਨੇ
ਆਰਥਿਕ ਵਿਕਾਸ ਨੂੰ ਤੇਜ ਕਰਨ ਲਈ ਕੁੱਝ ਥੋਖੇਬਾਜ ਕੰਪਨੀਆਂ ਦੇ
ਕੰਮਕਾਜ ਤੇ ਧਿਆਨ ਰੱਖਣ ਲਈ ਸਖਤ ਕਾਨੂੰਨ ਲਾਗੂ ਕਰਨ ਦੀ ਵਕਾਲਤ ਕੀਤੀ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਵਲੋਂ ਨਿੱਜੀ ਕੰਪਨੀਆਂ ਨਾਲ ਬਿਜਲੀ ਸ਼ਹਿਰੀ
ਅਤੇ ਹਵਾਬਾਜੀ ਵਰਗੇ ਖੇਤਰਾਂ ਵਿੱਚ ਭਾਈਵਾਲੀ ਚੰਗੇ ਨਤੀਜੇ ਮਿਲੇ ਹਨ।
ਉਨ੍ਹਾਂ ਚੰਗੇ ਨਤੀਜਿਆਂ ਲਈ ਨਿੱਜੀ ਕੰਪਨੀਆਂ ਨਾਲ ਭਾਈਵਾਲੀ ਦੀ
ਵਕਾਲਤ ਕੀਤੀ।
ਸਕੂਲ ਆਫ ਮੈਨੇਜਮੈਂਟ ਸਟੱਡੀਜ਼ ਵਿਭਾਗ ਦੇ ਮੁਖੀ ਡਾ. ਏ.ਐਸ. ਚਾਵਲਾ

Capitalist and socialist models
have not yielded intended results: Manpreet Badal
Patiala, Feb 6- "Economic meltdown
embracing the entire world apart, we are passing through
a very exciting and challenging phase as never before.
The need of the hour is to dwell on the existing
capitalist and socialist models, both of which have not
yielded intended results and draw out a new model
suiting the financial needs and requirements of our
country. And none other than academicians, scholars and
students of economics and management
can better perform this job."
This was
stated by Mr Manpreet Singh Badal, Finance Minister,
Punjab, while inaugurating two-day national seminar of
"Making Markets Happen", being organised by the Punjabi
University's School of Management Studies, here today.
Elaborating the issue, Mr Badal said that of course we
are "living through the middle of a storm",
necessitating us to chalk out a programme for an early
recovery from the economic recession and excelsior on to
the path of a speedy progress. Quoting grandest of our
social and political leaders, Mr Badal said that the
spirit of discipline and nationhood, coupled with a
sense of dignity needed to be rekindled for the overall
progress of our country.
While
presiding over the seminar, University's
Vice-Chancellor, Dr Jaspal Singh said that a new model
based on the principle of "socialization of benefits,
giving out enough to meet the basic needs of all and
barest minimum for the few greedy" needs to be devised.
He advocated the cause of a 'balanced economy' than
'mixed economy' where there was minimum of difference
between "affluence and starvation". He regretted the
contradictory approach of treating a big cheats like
Ramalingam Raju as a celebrity than a culprit, and some
small innocent stealers as criminals.
Union Home Secretary, Mr Jarnail Singh said that "when
you reform the markets, you are able to increase the
growth rate but at the cost of poverty." He advocated
the implementation of strong regulations to monitor the
functioning of some fraudulent companies to promote the
economic growth. Sharing some of the sectors with
private companies by the government, like power and
civil aviation have yielded good results while in some
others sectors the case has been otherwise. He proposed
to open up to the practice of market-driven and
cooperative mechanism for better results.
Dr A.S. Chawla, Head of School of Management Studies,
said that we should focus on current economic scenario
by emphasizing on issues like entrepreneurship, trading
in global economy, impact of foreign investment and role
of government in promoting economic growth. Approaches
to development that have shaped the power of markets
successfully have facilitated producers and customers to
contribute and benefit from economic growth, he said.

Manpreet Badal to
inaugurate seminar
Patiala, Feb 5- Mr Manpreet Singh Badal,
Finance Minister, Punjab will inaugurate the two-day
seminar on "Making Markets Happen", being organised by
the School of Management Studies, Punjabi University
from February 6 to 7. Dr Jaspal Singh, Vice-Chancellor,
will preside over the seminar which will focus on
emerging trends in the Indian market.
No relaxation in
Punjabi: Dr Jaspal Singh
Patiala, Feb 5- Punjabi University will
not compromise on the issue of granting any kind of
relaxation to the students and research scholars
pursuing their studies for getting any degree from the
undergraduate to the doctorate level from the
University. Stating this in his presidential address on
the occasion of valedictory function of the Silver
Jubilee International Punjabi Conference of the
University, Vice-Chancellor, Dr Jaspal Singh said that
"as a consequence of my commitment in this regard, over
5,000 students had to clear their Punjabi examination in
all the courses, including science and professional ones
since I took over the reigns of the University." The
policy, he said, will be followed more aggressively in
future to expand the frontiers of Punjabi in India and
abroad.
Dr
Jaspal Singh said that "Punjabi activism will remain the
quintessence of Punjabi University to trigger off a
speedy and multi-dimensional development of the
language. He also proposed to adopt the
practice of taking suo moto notice of all developments
relating to Punjabi to make the University a nucleus and
nerve centre of Punjabi development." Talking about the
concept of multi-tasking, he said that efforts would
also made to see that Punjabi becomes the language of
sarkar, ruzgar and parivar (government, employment
and family).
Dr S.P Singh,
a former Vice-Chancellor of GNDU, Amritsar, proposed
that contents and curricula of Punjabi should be
designed for the Punjabi emigrants in different
countries keeping in mind their needs and requirements.
He regretted the practice and cult of drawing political
mileage in the name of development of Punjabi. He also
endorsed Dr Jaspal Singh's viewpoint that Punjabi was
not going to vanish into oblivion as feared by some
quoting UNESCO report in this regard.

Kaur, Head of University's Department of Punjabi
Language Development (DPLD) highlighted activities and
achievements of the Department, while Dr Surjit Bhatti
presented report of the conference. In addition to 11
publications of the DPLD, Dr Jaspal Singh released some
of the books written by NRIS in Punjabi.
Link basic sciences
with jobs: Experts
Patiala, Feb 4- While showing deep
concern about basic sciences losing their
importance, panelists, scholars and other participants
in the symposium, organised by the Punjab Academy of
Sciences on, "Relevance of Basic Sciences in the Present
Day Scenario" arrived at a consensus of linking basic
sciences with employment to regenerate enthusiasm among
the students.
Dr M.S. Kang,
Vice-Chancellor of Punjab Agriculture University,
Ludhiana, said that Indian basic science structure needs
to be redesigned on the pattern of United States where
it was imperative for everyone to have basic
understanding of basic sciences before going in for
higher studies. Vice-chancellor of Panjab University,
Chandigarh, Prof R.P. Sobti highlighted the role of
science teachers to inform the students about importance
of role of basic sciences in life and motivate them to
opt for these courses at the undergraduate level.
Presiding
over the symposium, Dr Jaspal Singh, Vice-Chancellor of
Punjabi University, said that societal development was
not possible without taking into account the significant
findings of social sciences as they constitute the
foundation of all types of research. He suggested for
constituting a committee of basic scientists for the
revival of students' interest in the field. He also
emphasized upon the need and importance of updating
course contents in basic sciences to link them with jobs
and life as a whole. Dr M.S. Saini, noted scientist and
Dean, Academic Affairs of Punjabi University, also
stressed upon developing a link between subjects of
basic sciences and employment opportunities.
Regrettably, many of the students after completing their
doctorates in sciences go in for doing B.Ed. to ensure
jobs for them on measly salaries, he said.
Dr IJS Bansal,
Founder President of the Academy, presented statistics
for inadequate demand for science courses at the degree
levels and funds allocation by the Central Government
for developing basic sciences. While Mr AJS Bhanwer,
President of the Academy welcomed the
guests, Prof Tarlok Singh presented vote of thanks.

Punjabi Development Conference
Patiala, Feb 3- Punjabi University's
Vice-Chancellor, Dr Jaspal Singh introduced the novel
concept of "Punjabi activism" on the lines of judicial
activism to trigger off speedy and multi-dimensional
development of Punjabi. He also proposed to adopt the
practice of taking suo moto notice of all developments
relating to Punjabi by at all levels to gear up the
crusade for the furtherance of Punjabi. Dr Jaspal Singh
made these observations while presiding over the silver
jubilee International Punjabi Development Conference on
"Punjabi Language, Literature and Culture: Present and
Future", being organised by the University's Department
of Development of Punjabi Languages at the Science
auditorium here today.
While
reiterating his commitment to make Punjabi University as
the nucleus and nerve centre of Punjabi development, Dr
Jaspal Singh said it will be ensured that "pro-activity
remains our central objective and nothing goes unnoticed
and gets relapsed as far as growth of Punjabi is
concerned." Talking about the concept of multi-tasking,
he said that efforts will also made to see that Punjabi
becomes the language of sarkar, ruzgar and parivar
(government, employment and family) and we, as Punjabis,
start taking pride instead of being defensive while
acting or talking about its multi-perspective progress.
In his
inaugural address, a former Justice of Supreme Court,
Kuldip Singh said that globalization has hampered growth
of Punjabi development to a large extent. While
regretting the fact that we are making a virtual mockery
of Punjabi by not talking to our children in our mother
tongue in our homes, he said that we need to create
maximum information and knowledge in Punjabi for
expanding its base. We can somehow keep the status quo
by following and maintaining the intellectual parameters
but we need to use it increasingly for strengthening its
foundation, while refuting the idea of associating
Punjabi with Sikhism or giving it a communal tinge.
Mr Satnam
Singh Manak, Assistant Editor of Daily Ajit, in his
keynote address, that the cult of liberalization,
privatization and globalization has posed serious
dangers to the regional languages, including Punjabi.
The humane face in the economic world, he said, has been
subdued by the increasing domination of commercial
tendencies. He suggested various measures such as
constituting a language commission, establishing mobile
libraries, making Punjabi as a medium of higher
education, preparing computer softwares in Punjabi,
making use of Punjabi compulsory in district courts etc.
Dr Mohinder Kaur Gill, a noted Punjabi scholar, was
honoured for her significant contribution in the field
of Punjabi. A total of 11 University
publications, including two volumes of Children
Encyclopaedia, second volume of English translation of
Bhai Kahn Singh Nabha Encyclopaedia of Sikh Literature,
English transalation of Aristotle's Politics,
Punjabi Folk Singers, and special volumes of samajik
vigyan patrika and vigyan de naksh.
Dr M.S. Saini, Dean, Academic Affairs, in his welcome
address informed that more than 50 delegates from USA,
UK, Australia, Canada and Japan were participating in
the conference. Dr S.S. Khehra, Registrar, proposed vote
of thanks. Dr Dhanwant Kaur shed light on programmes,
policies and porojects completed and undertaken by the
Department of Development of Punjabi Language.

shares album with Jagjit Singh, Sonu Nigam
Patiala, Feb 2- Dr Gurnam Singh, founder
head of Punjabi University's Department of Gurmat
Sangeet added another feather to his cap by composing
and singing for an album, "Guru Manyo Granth", jointly
with such eminent singers as Jagjit Singh, Sonu Nigam,
Hans Raj Hans, Parveen Sultana, Anup Jalota, Suresh
Wadkar, Hariharan, Dilraj Kaur, Roop Kumar Rathod, Richa
Sharma, Juhi Chawla, Rashid Ali Khan, Ashwini Bhide,
Ajay Chakravorty, Kailash Kher, Shankar Mahadevan,
Shafagat Ali Khan, Sadhna sargam, and Jayashree.
The album contains 32 shabads (holy hymns) recorded in a
set of four CDs.
The project
was initiated and completed by Takhat Sachkhand Sri
Hazur Sahib, Nanded on the occasion of 300th coronation
of Guru Granth Sahib. The album contains banis of Sikh
Gurus, various bhagats and saints, contained in Sri Guru
Granth Sahib in Raag Asa, Sarang, Gond, Devgandhari,
Magh, Basant etc. This is for the first time that such a
large number of renowned artists have jointly
contributed to this holy project on the eve of the grand
historic event.

Seminar on "Punjabi
language, thought and culture"
Patiala, Feb1- The three-day national
seminar on "Punjabi Language, Thought and Culture:
Development and Evaluation" concluded here today with
scholars from various disciplines expressing serious
concerns about the all-inclusive and multi-dimensional
development of Punjabi. The seminar was organised by
Punjabi University's Department of Encyclopaedia of
Sikhism in collaboration
with Indian Government's Centre for Studies in
Civilization (CSC) and Centre for Research in Rural and
Industrial Development (CRRID), Chandigarh.

over the valedictory function, Dr Jaspal Singh,
Vice-Chancellor, said that though the digital
superhighway has helped much in expanding the curves and
contours of Punjabi culture, it has witness a certain
dilution in its content and quality. He urged the
Punjabi scholars and litterateurs to help develop a
symbiotic relationship with other languages and cultures
with an appreciative and positive approach instead of
being "fanatic, over-reactive and over-sensitive". He
proposed to adopt a combination of dictatorial and
emotional approach, coupled with a collective effort to
thwart the generally-expressed fears of Punjabi losing
its base, vigour and vibrancy.
Seminar
Director, Dr Jodh Singh that the 32 research papers,
presented during the seminar covered a wide range of
themes from such branches as linguistics, media,
psychology, political science, psychology and all other
social, physical and life sciences. All these papers
will be published in a book form which will provide a
rich data base for the future generation of scholars to
carry it forward, he said.
Dr Bhuvan
Chandel, Project coordinator of CSC, said that the
seminar has helped in "understanding the role of Punjabi
literature in the enrichment of Indian civilization in
addition to knowing the position and status of
contemporary theses about Indian culture in all its
dimensions".
Various
sessions of the seminar were presided over by eminent
Punjabi scientists and scholars including Dr S.S. Noor,
Dr Himdari Banerjee, Dr S.S. Gill, Dr M.S. Saini, Dr
S.S. Khehra, Dr Najar Singh, Dr Amarjit Singh Grewal,
Prof Kulwant Grewal, Dr Tajinder Malhotra and Dr
Harbhajn Singh Bhatia. Prominent among those who
pressnetd their papers included Dr Atamjit, Dr Joginder
Singh Kairon, Dr Joga Singh, Dr Gurnek Singh, Dr
Paramvir Singh, Dr Jaswinder Singh, Dr Harbhajan Singh,
and Dr M.I.S. Sagoo.
